Once again Bihar is poised for some changes in land recording system. The new guidelines which will be issued for implementation are expected to be released by the Bihar High Court on September the 24th 2024. These reforms are intended at making the processes clear in addressing the long-standing problems with regards to land-related problems and fraud in the state.
The problem of land conflicts has reflected in Bihar for many years, and while the population increased, and the accessibility to the land remained severely restricted. Earlier the government tried to reform the rules of the land registry and though it has faced some of these problems before, new problems of corruption and irregularities have compounded it further.
New Reforms Required by the Court
In order to meet these disturbing issues, the Bihar High Court will start major changes to the rules of land registry. Such changes are antecedent to enhancing the process ease and minimizing fake transactions.
Some of the recommendations include; It is proposed that the registration of land be fully computerized. This will means that all aspects of property and any documents that may be required in any transaction will readily be found online. Another key measures will be the biometric identity check of all participants in a real estate transaction to effectively eliminate forgery and fraudulent transactions within the considered subject.

Cases of land disputes and frauds have appeared to go high especially in the rural regions of Bihar. Forgeries of titles and registrations in other people’s names, have made many genuine owners struggle for a long time trying to get their land back. The new reforms are important steps towards solving these problems, it liberalized the registration and protects the rights of bona fide owners of the lands.
